Within the USA there are specific requirements for the provision of emergency telephone numbers. For example, under the Code of Federal Regulations 49 CFR 172.604 , "A person (individual, corporation, company etc.) who offers a hazardous material for transportation must provide an emergency response telephone number".
Recent changes to the legislation demand that the person providing the response must be identified by name, contract number or other unique identifier on the shipping papers. Failure to comply may result in a civil penalty of “not more than $50,000”.
Similar regulations apply in Canada under their TDG Regulations, Section 3.5
